“We Plan to Become a Successful Prototype of IT Mentoring”

Exuberant energy fills ‘ICT Performance Validation Research Center,’ situated in Room #331 of the College of Electronics & Information on the Global Campus.


Professor Eui-Nam Huh of the Department of Computer Science and Engineering is the director. Under his supervision, students are busy analyzing ICT business plans devised by small and medium-sized companies (SMEs), collecting reports and academic papers, and building databases.


The Kyung Hee ICT Performance Validation Research Center (IPVRC) was established in May with the goal to consult SMEs on performance indices required to enter the IT market. The Korea Technology and Information Promotion Agency for SMEs (TIPA) began recruiting professional mentoring institutions to operate their ‘technology innovation development business mentoring program.’ As a result, Kyung Hee was selected, along with Seoul Media Institute of Technology (SMIT) and Chungbuk National University.


The IPVRC offers consultation and mentoring on the performance validation indices in the ICT Research and Development effort of SMEs. It helps businesses define performance indices that they can realistically achieve. Then, based on objective and validated standard indices, the IPVRC helps companies validate their own performance. Through this process, IPVRC contributes to enhancing the quality of ICT products developed by SMEs.

Supporting ICT product quality enhancement of SMEs through standardization of performance validation indices

Experts predict that ICT product development among SMEs will continue to grow in the future. Currently, however, there are only two ICT test certification organizations. Based on how the performance validation indices are defined, ICT product test results can vary significantly. At present, there is no coherent, centralized standard for index setting guideline and systematic performance testing methods.


There is also another problem. Director Huh of IPVRC explained, “SMEs who are involved in government-funded R&D projects often fail because their indices are set up incorrectly. Once the project got underway, it was impossible to revise the indices even when it became apparent that they had been setup incorrectly and blindingly sticking to them would lead to the failure of the project. This is one of the reasons we decided to establish the IPVRC.”

Opening the gates to industry-academic cooperation through mentoring
The IPVRC will provide expert opinion and evaluation to revise the performance indices that were set in the planning phase. Director Huh stressed the improvements that will be made by the Center: “As an outside expert organization certified by the government, the IPVRC will supply objective evaluations and possible revisions for business. This will lead to a reduced probability of project failure while performance indices conform to more professional guidelines.”


In addition, performance validation test methods and quality enhancement technical advice will be provided. During the mentoring process, the IPVRC will collect data on challenges that businesses experience, and suggest possible solutions. Moreover, the IPVRC will try to pair businesses with the most appropriate certification institutions and other collaborative organizations.


Another goal is to build a database. Currently, it is difficult to judge whether an index is set too high or too low. Director Huh illustrated the future prospect of IPVRC’s role: “During the mentoring process, we plan to build a database, which will serve as the overall technology validation roadmap that can assess the performance of all running national R&D projects.


The IPVRC does not receive any funds from the government. Although there is a mentoring fee charged to the businesses, the goal is not to generate short-term profit but to assist businesses to perform proper R&D, and in the process, to initiate the future chain of industry-academia collaboration. Director Huh added, “Once the chain of industry-academia cooperation is established, students will be able to build experience that will also benefit them in seeking future employment. It is our goal to become the exemplary model of IT mentorship.”
